<spanlang=en-usstyle='font-size:15pt;font-family:仿宋gb2312'><fontsize=2><fontface=宋体>(一)开展岗位分析，合理设置岗位。本着规范管理、适度负荷、有效幅度、权责相称的原则，通过岗位分析、岗位设置、岗位评价等一系列工作，把所有岗位进行合理分工和有效整合，形成一个分工明确、设置合理、权责清晰的岗责体系。<o:p></o:p>
<spanlang=en-usstyle='font-size:15pt;font-family:仿宋gb2312'><fontsize=2><fontface=宋体>(二)进行岗位评价，确定。结合实际工作，根据xxx国家税务局执法人员岗位责任制和xxx国家税务局非执法人员岗位责任制，结合工作权责、工作内容、工作特点等方面，编制本岗位工作职责、工作权限、重要程度、核心技能、任职资格、工作特点等方面的岗位，对所有岗位进行岗位职责划分和工作内容描述，进一步明确各岗位工作标准及工作能力要求，理顺各岗位职责，便于业绩考核。<o:p></o:p>
<spanlang=en-usstyle='font-size:15pt;font-family:仿宋gb2312'><fontsize=2><fontface=宋体>(三)实行分层测评，确定岗级体系。依据各岗位的工作职责和目标要求，对照岗值量化的九项指标，采取分层测评、问卷调查、民主评议的方式，对所有岗位确定岗位系数，建立岗级体系，便于能岗匹配。具体步骤为:第一步，印发岗位评价调查表，将所有岗位分别赋予九项指标不同的分值，由局党组成员、中层干部、一般干部对所有岗位进行评价打分；第二步，由能级管理办公室收齐调查表后，按局党组占30%，中层干部占30%，一般干部占40%的比例进行岗位分值计算，并经能级管理委员会和能级管理领导小组审定后，以问卷调查的形式将各岗初评分数印发给全体干部，进行民主评议，并签署评议意见；第三步，能级管理办公室收集群众评议意见后，提交能级管理委员会和能级管理领导小组再次审定，对群众意见集中的岗位分值进行微调，并予以公示。无异议后，由能级管理办公室根据最终评定分值计算岗位系数，按照按能定岗、能岗匹配的原则，确定岗位级别，形成严密合理的岗级体系。<o:p></o:p>

<spanlang=en-usstyle='font-size:15pt;font-family:仿宋gb2312'><fontsize=2><fontface=宋体>(一)开展岗位分析，合理设置岗位。本着规范管理、适度负荷、有效幅度、权责相称的原则，通过岗位分析、岗位设置、岗位评价等一系列工作，把所有岗位进行合理分工和有效整合，形成一个分工明确、设置合理、权责清晰的岗责体系。<o:p></o:p>
